AVIAN wins 10-year T&E contract

LEXINGTON PARK, Md. – AVIAN was awarded a ten-year, $147.6M cost-plus-fixed-fee, level of effort contract to provide Programmatic, Flight Test Engineering, and Administrative Support (PFTEAS) services to the Naval Test Wing Atlantic (NTWL) Test & Evaluation Management for Programs and Operations (TEMPO) Division and its program office customers. 

Naval Air Warfare Center Aircraft Division’s (NAWCAD) NTWL TEMPO Division provides the resources for full life cycle program T&E support, spanning from requirements review to design, planning, execution, evaluation, and reporting of experiments and tests of aircraft, unmanned air vehicles, weapons, weapons systems, and integrated warfare systems.  

As the returning provider of Contract Support Services for the NTWL TEMPO Division (formerly AIR-5.1), the AVIAN team will continue to provide comprehensive T&E expertise and risk mitigation activities to Naval Air Systems Command (NAVAIR) and other programs.

AVIAN’s team is comprised of subcontractors Aviation Systems Engineering Company, Inc. (ASEC); Jahn Corporation; J. F. Taylor, Inc.; KBR; Precise Systems, Inc.; Science Applications International Corporation (SAIC); and Tekla Research Inc. 

“Our team has an incredible breadth of knowledge, ‘reach-back’ capabilities, and a proven record of direct T&E support across NAVAIR,” said Beth Ward, AVIAN’s Vice President for Test and Evaluation | Flight Support.  

The contract requirements span all levels of T&E program support, including Assistant Program Manager for Test and Evaluation (APMT&E) and Lead Test Engineer (LTE) support; Flight Test Engineering; Platform Coordination; Test Resource and Test Information Management; as well as Engineering/Electronics Technician, Technical Writer, Multimedia, and Administrative support. 

Moving forward, the AVIAN team seeks to continuously improve its partnership and support of NAVAIR T&E – expanding participation in the development of test strategies, test methods, and test plans; enhancing test execution and reporting of test results; and innovating with training to sustain the expertise of the NTWL TEMPO Division workforce and help lead the evolution of its T&E processes and personnel to meet future requirements.
